Surplus PPE & Safety Gear: ISI Marks, Expiry & Standards

Category guides: Surplus PPE & Safety Gear: ISI Marks, Expiry & Standards

Industrial safety gear and Personal Protective Equipment (PPE) represent a steady, high-volume procurement category across construction projects, oil refineries, mining sites, and manufacturing plants.

When infrastructure contracts wind down or corporate safety mandates undergo rebranding, large quantities of unissued safety gear enter the secondary market: safety helmets, steel-toe boots, full-body safety harnesses, respirators, reflective jackets, and chemical splash goggles.

For safety contractors, facility managers, and safety equipment stockists, purchasing lots in safety and security equipment can bring good margins.

However, PPE exists solely to protect human life. If a safety helmet has degraded polymer chains or a fall-arrest harness has suffered UV embrittlement, the equipment will fail during a critical worksite accident. Here is how to inspect surplus safety gear for regulatory compliance and physical integrity in India.

1. Safety Helmets (Hard Hats): The 3 to 5 Year Expiry Rule

A common misconception among general traders is that plastic safety helmets never expire as long as they look clean and uncracked.

This is dangerously false.

Under IS 2925 standards, industrial safety helmets manufactured from High-Density Polyethylene (HDPE), ABS, or polycarbonate degrade over time due to ambient ultraviolet radiation, heat, and polymer cross-link breakdown.

  • Manufacturing Date Dial: Every genuine safety helmet has an embossed circular clock or dial molded into the underside of the brim. The central two digits indicate the year of manufacture (e.g., `24` for 2024), and an arrow points to the month (1 to 12).
  • Service Life: Safety standards stipulate that industrial helmets have a maximum shelf life of 3 to 5 years from the date of manufacture, regardless of whether they have been worn. If a surplus lot of helmets was manufactured in 2021, its certified impact resistance is compromised, and tier-1 corporate clients will reject it during site safety audits.
  • Suspension Cradle: Inspect the internal 4-point or 6-point textile/polyester harness and sweatband. The plastic anchoring clips must be flexible and click securely into the shell slots without hairline fractures.

2. Full-Body Safety Harnesses & Fall Arresters

In construction and high-rise maintenance, a fall-arrest harness is the worker's final lifeline.

Under IS 3521-1 (equivalent to EN 361):

  • Webbing Material: Must be high-tenacity polyester or polyamide with contrasting stitch patterns. Look for fraying, cuts, chemical stains, or paint overspray. Paint chemicals can dissolve synthetic webbing fibers.
  • Metallic D-Rings & Buckles: Check for corrosion, metal burrs, or deformation. D-rings must be drop-forged alloy steel proof-tested to 22 kN (kilonewtons).
  • Energy Absorber Pack: Never buy a fall-arrest lanyard if the tear-webbing energy absorber pouch has split open, showing exposed white internal webbing. This indicates the lanyard arrested a previous fall and must be destroyed.

3. Industrial Safety Footwear (Steel-Toe Boots)

Surplus safety shoes (IS 15298 Part 2) often sit in godowns for months. The primary point of failure is not the leather upper, but the sole material.

Sole MaterialCommon Hazard in Surplus LotsStorage Life Limit
Polyurethane (PU / Double Density)Hydrolysis (polyurethane crumbling into sand-like powder due to atmospheric moisture)12 to 18 months in humid godowns
Rubber / Nitrile SoleVulcanized rubber hardening and cracking24 to 36 months
PVC (Direct Injection)Cold weather brittleness, poor oil resistance36+ months

The Flex Test for PU Hydrolysis

Before buying a lot of PU-sole safety shoes, take several pairs, grasp the heel and toe, and flex the sole aggressively 180 degrees. If the shoe has suffered hydrolysis, the sole will crack in half or crumble into powdery chunks in your hands. A crumbling sole cannot be repaired; the entire lot is worthless.

4. Mandatory ISI Certification & Indian Standards

The Ministry of Commerce and Industry and the Bureau of Indian Standards (BIS) have made ISI marking mandatory for most categories of PPE under Quality Control Orders (QCO):

  • Safety Helmets: Mandatory IS 2925 mark.
  • Safety Footwear: Mandatory IS 15298 (Parts 1 to 4) mark.
  • Eye & Face Protection: IS 8521.
  • Respiratory Masks: IS 9473.

Every genuine product must carry the official ISI mark alongside the manufacturer's unique CM/L (Certification / License) 7-digit license number. You can verify license validity instantly on the official BIS Care mobile app or bis.gov.in. Selling non-ISI marked safety equipment or counterfeiting ISI marks is a criminal offense punishable under the BIS Act, 2016.

Questions

What causes polyurethane (PU) shoe soles to crumble in storage?

PU soles suffer from a chemical reaction known as hydrolysis, where ambient moisture breaks down the polyurethane ester bonds over time. This process accelerates when shoes are stored sealed in dark, warm, humid warehouses without ventilation.

Can an uncertified local safety helmet be sold for commercial construction?

No. Under current Quality Control Orders issued by the Government of India, all industrial safety helmets must be certified under IS 2925 and carry a verifiable ISI mark with a valid BIS license number. Sites adhering to safety audits will immediately confiscate non-ISI gear.

What is the GST rate on PPE and safety equipment?

Safety helmets made of plastic fall under HSN 6506 (18% GST). Industrial safety footwear with protective steel toe caps falls under HSN 6403 or 6405 (18% GST if price exceeds Rs 1,000; 12% if below). Safety spectacles fall under HSN 9004 (18% GST).
