Used Construction Machinery: Inspection, Papers & Engine

Category guides: Used Construction Machinery: Inspection, Papers & Engine

Construction, mining, road building, and infrastructure contractors in India rely heavily on the secondary market for heavy earthmoving equipment. A brand-new 20-tonne hydraulic excavator or backhoe loader (JCB 3DX, Tata Hitachi EX200, Komatsu PC210) requires a capital outlay of Rs 35 to Rs 65 lakhs.

By purchasing well-maintained used equipment in construction and earthmoving machinery, small contractors and quarry operators can acquire reliable machines at 40% to 65% below original showroom invoice prices.

However, heavy earthmoving equipment works in brutal environments: abrasive rock dust, high-torque shock loads, and non-stop 12-hour shifts.

Here is what you must inspect, mechanically, hydraulically, and legally, before buying used construction machinery in India.

1. Legal Ownership, RTO Papers, and Hypothecation

The most dangerous pitfall in used heavy equipment is disputed ownership or uncleared bank loans. Over 80% of construction machinery in India is purchased via asset financing (HDFC, ICICI, Tata Capital, SREI, IndusInd).

The Essential Paperwork Checklist

  1. RTO Registration Certificate (RC): For wheeled machinery (backhoe loaders, mobile cranes, transit mixers), verify the original smart card RC book. Verify chassis and engine numbers stamped on the metal plates against the RC.
  2. Bank NOC (Form 35): If the RC shows a bank hypothecation (HP endorsement), the machine cannot be legally transferred without an original No Objection Certificate (NOC) and signed Form 35 from the lending bank confirming full loan closure.
  3. Parivahan / VAHAN Portal Check: Run the vehicle registration number on the official Parivahan portal (parivahan.gov.in) to verify road tax validity, pending challans, and blacklisting status.
  4. Tracked Excavators (Off-Road Equipment): Crawler excavators and tracked bulldozers are not registered with RTOs. Ownership is established through the original dealer sales invoice, manufacturer delivery challan, and clear bank release letters.

2. Hydraulic System Health (The Heart of the Machine)

Hydraulic replacement pumps and main control valves cost lakhs of rupees. Testing hydraulics under load is non-negotiable:

ComponentTest ProcedureCritical Defect Warning
Main Hydraulic PumpStall a cylinder (e.g., boom full extension against relief pressure)High-pitched whining or groaning sound; sudden RPM drop
Slew Ring & BearingSwing the upper carriage 360 degrees on an inclineClunking, grinding, or excessive play (over 3mm vertical gap)
Hydraulic CylindersInspect chrome piston rods on boom, arm, and bucketDeep pitting, chrome flaking, oil weeping past rod wiper seals
Travel Motors (Tracks)Lift one track off ground with boom; test high/low speedSluggish tracking on one side, leaky final drive gearbox oil

Hydraulic Oil Heat and Color Test

Run the machine continuously for at least 30 to 45 minutes until the hydraulic system reaches normal operating temperature (typically 65°C to 80°C).

  • Pull the hydraulic dipstick: the oil should be amber and translucent. If the oil is milky or cloudy, water or engine coolant has entered the system.
  • If the oil smells pungent and burnt, the machine was operated with severe oil overheating, which glazes cylinder packings and degrades valve spools.

3. Engine and Powertrain Inspection

Earthmoving machinery in India typically uses heavy-duty diesel engines (Kirloskar, Cummins, Perkins, Mahindra).

  1. Blow-by Test: With the engine running at normal operating temperature, remove the engine oil filler cap and observe the crankcase breather tube. A steady stream of white smoke or oil vapor pulsing out under pressure ("blow-by") indicates worn piston rings and scored cylinder liners. An engine overhaul will cost Rs 1.5 to Rs 3 lakhs.
  2. Cold Start Test: Arrive at the yard before the seller warms up the machine. Start the engine completely cold: it should fire within 3 to 5 seconds without requiring starting fluid (ether). Blue smoke on startup indicates oil burning; thick black smoke indicates fuel injector/turbocharger failure.
  3. Hour Meter Verification: Do not rely on digital or mechanical hour meters alone, hour meters are frequently disconnected or rolled back. Correlate displayed hours against pedal rubber wear, kingpin bush play, bucket tooth wear, and service logbook receipts.

4. Undercarriage and Structural Welds

  • Crawler Track Undercarriage: Undercarriage components (track chains, bottom rollers, idlers, drive sprockets) represent 20% of an excavator’s maintenance cost. Measure track link pitch and sprocket tooth sharpness. "Pointed" sprocket teeth indicate 80%+ undercarriage wear.
  • Boom and Arm Stress Cracks: Clean off caked mud and grease from the boom foot pin, cylinder mounting ears, and arm joints. Look for hairline stress cracks in the steel plates and amateur, uneven patch welds.

Questions

How many operating hours is considered high for a used excavator in India?

Earthmoving equipment operating under 5,000 hours is considered low-hour; 5,000 to 10,000 hours represents mid-life; machines with over 12,000 hours typically require major hydraulic pump rebuilds, engine overhauls, and complete undercarriage replacement.

Can I legally transfer a tracked excavator without an RC book?

Yes. Tracked crawler excavators are off-highway construction equipment not classified as motor vehicles for public roads. Transfer of ownership is executed via a formal Sale Agreement, commercial tax invoice, original manufacturer purchase invoice, and bank loan clearance NOC.

What is the GST rate on used construction equipment?

Under GST Notification No. 8/2018-Central Tax (Rate), margin scheme provisions allow dealers to pay GST only on the profit margin between selling price and purchase price. Standard B2B sales of new construction machinery fall under HSN 8429, attracting 18% GST.
