Leather & Footwear Lots: Pair Counts, Sizes & Grading

Category guides: Leather & Footwear Lots: Pair Counts, Sizes & Grading

Footwear and leather goods represent one of India's largest domestic and export industries, centered in specialized industrial clusters in Agra, Kanpur, Ambur, Ranipet, and Jalandhar.

When retail brands refresh quarterly footwear collections, or export factories clear cancelled overseas orders, substantial consignments in leather goods and footwear and bags, luggage, and accessories enter the liquidation market.

However, footwear is notoriously risky for novice stock-lot buyers. Unlike t-shirts or towels, shoes require precise left-and-right pairing, structured size curves, and specific sole bonding integrity. A lot of 1,000 pairs missing size 8 or with 20% single shoes will tie up your working capital indefinitely.

Here is what professional footwear liquidators inspect before releasing payment on surplus shoe consignments in India.

1. The Size Ratio (Assortment Ratio) Rule

In primary retail distribution, footwear is sold in standard "assortment curves" (e.g., 1 pair of UK 6, 2 pairs of UK 7, 3 pairs of UK 8, 3 pairs of UK 9, 2 pairs of UK 10, and 1 pair of UK 11 per 12-pair carton).

In surplus lots, however, the assortment is often completely skewed.

  • The "Broken Sizes" Trap: Retail returns and end-of-season clearance lots frequently contain extreme outliers: 60% size UK 6 (too small for average Indian male adults) and size UK 12 (too large for mainstream demand). Fast-selling center sizes (UK 7, 8, and 9) may be completely absent.
  • Single-Shoe Hazard: In mixed factory clearance bins, workers occasionally throw un-paired display shoes together. Inspecting 20 master boxes to ensure that every left shoe matches its identical right shoe (in color, size, and model) is essential. A single left shoe has zero commercial value.

Standard Indian Adult Footwear Size Demand

Indian / UK SizeConsumer Population DemandLiquidation Difficulty
UK 6 (Small)~10%High (slow selling for men's formal/sports)
UK 7 & 8 (Medium)~55%Fast (highest demand, clears rapidly)
UK 9 & 10 (Large)~30%Moderate to Fast
UK 11 & 12 (Extra Large)~5%Extreme (niche demand only)

If an offered lot consists predominantly of sizes 6 and 11, discount your offer price by at least 40% below typical wholesale liquidation rates.

2. Genuine Leather vs Synthetic (PU / PVC)

When trading leather footwear, bags, or belts, verifying genuine leather content is critical for correct tax invoicing and consumer pricing:

  1. The Water Absorption Test: Place a small drop of water on an unsealed inner section of the leather. Genuine vegetable-tanned or chrome-tanned leather absorbs water within 30 to 60 seconds, creating a temporary dark patch. Synthetic PU or PVC leather repels water completely; the droplet sits on top like plastic.
  2. Backing Material: Inspect the cut edge or underside of the strap or collar. Genuine leather exhibits fibrous, suede-like protein backing. Faux leather reveals woven textile fabric or knitted polyester mesh coated with synthetic resin.
  3. The Burn / Odor Test: When exposed to a quick lighter flame, genuine leather singes with the distinct odor of burning hair or wool and does not catch fire easily. Synthetic leather curls immediately, melts, and emits acrid chemical fumes like burning plastic.

3. Sole Bonding and Sole Hydrolysis

Footwear stored in hot, unventilated godowns for more than 12 months often suffers adhesive and polymer failures:

  • Adhesive Delamination: Inspect the toe cap and heel curve where the upper joins the sole. Bend the shoe backwards: if the sole separates from the upper, the polyurethane or neoprene cement has dried out. Re-gluing hundreds of shoes costs Rs 25 to Rs 50 per pair and rarely matches factory bond strength.
  • PU Sole Crumbling: As with safety boots, casual sneakers and polyurethane-soled formal shoes suffer from moisture hydrolysis in humid warehouses. Flex random samples from the bottom of cartons to ensure the sole does not snap in half.

4. Footwear Quality Control Orders (QCO)

The Government of India has introduced mandatory BIS certification under Footwear Quality Control Orders:

  • Leather footwear, rubber footwear, and all-polymeric footwear manufactured or imported must comply with applicable Indian Standards (e.g., IS 15844 for sports footwear, IS 17043 for casual shoes).
  • Confirm whether the branded lot carries mandatory ISI marks, particularly for domestic retail sales.

Questions

What does "A-Grade surplus" mean in footwear?

A-Grade footwear surplus consists of brand-new, paired shoes in original retail boxes with undamaged tissue wrapping, correct size curves, and zero cosmetic or manufacturing flaws. They typically originate from cancelled international orders or seasonal inventory buy-backs.

How are shoes packed in bulk wholesale lots?

Shoes are either packed as "Boxed" (each pair in an individual branded or neutral mono-carton, nested in master cartons of 12 or 24 pairs) or "Polybagged" (each pair in a clear polybag, compressed in poly-sacks of 50 to 100 pairs). Boxed shoes command higher resale value.

What is the GST rate on leather shoes and sandals?

Footwear with a sale value (taxable value) up to Rs 1,000 per pair carries a 12% GST rate under HSN Chapter 64. Footwear with a sale value exceeding Rs 1,000 per pair carries an 18% GST rate.
