Buying Surplus Solar Panels and Batteries: Checklist

Category guides: Buying Surplus Solar Panels and Batteries: Checklist

The rapid expansion of utility solar farms, commercial rooftop installations, and residential solar projects across India generates substantial volumes of secondary and surplus solar equipment. Project EPC contractors regularly hold excess solar PV modules after project commissioning, warehouse cancel lots from delayed utility tenders, or decommissioned panels from utility repowering upgrades.

Surplus solar panels and battery energy storage systems (BESS) offer attractive pricing, often 30% to 50% below distributor lists, for solar system integrators, agricultural pump installers, and rural electrification projects.

However, solar photovoltaic (PV) modules and industrial batteries are sensitive electrochemical and semiconductor devices. Hidden micro-cracks, potential-induced degradation (PID), bypass diode failures, or degraded battery cycle counts can severely diminish power output.

Here is what solar contractors and hardware traders must inspect before purchasing surplus solar stock.

1. ALMM list and BIS certification compliance

In India, the regulatory framework governing solar module sales is strictly enforced by the Ministry of New and Renewable Energy (MNRE):

  • ALMM compliance (Approved List of Models and Manufacturers): If your buyers intend to install panels under government subsidy schemes (such as PM Surya Ghar Muft Bijli Yojana or PM-KUSUM) or grid-connected commercial projects, the modules must be from an active ALMM-enlisted manufacturer and model series. Modules outside the ALMM list can only be sold for non-subsidized, off-grid, or captive industrial applications.
  • BIS certification (IS 14286 / IS 61730): All solar PV modules sold in India must carry a valid Bureau of Indian Standards (BIS) CRS registration number clearly printed on the backsheet rating label. Uncertified imported panels cannot be legally connected to the Indian electricity grid.
  • RFID tag encapsulation: Under MNRE mandates, every compliant solar panel must contain an embedded RFID tag inside the glass laminate storing manufacturer identity, cell origin, date of lamination, and factory IV-curve performance data.

2. Visual inspection: snail trails, delamination, and hot spots

Examine PV modules under clean daylight before running electrical checks:

Visual defectWhat causes itLong-term impact
Snail trails (dark discoloration lines)Micro-cracks in cells reacting with EVA moistureAccelerates power degradation over 2-3 years
EVA backsheet delaminationSubstandard lamination heat or UV breakdownAllows moisture ingress, causing electrical leakage
Cell color mismatchMixing different wafer silicon batchesMinor aesthetic issue; verify string current match
Burnt junction box / yellow diodesArcing or shorted bypass diodesReduces string voltage by 33% per failed diode

Look closely at the busbars (the silver conductive ribbons running across the cells). Warped or discoloured busbars indicate that the panel was subjected to high reverse currents or lightning surges during past field operations.

3. Electrical bench testing: Voc and Isc measurements

Before clearing payment, test a representative 5% sample of panels using a calibrated digital multimeter and solar irradiance meter:

  1. Open Circuit Voltage (Voc): Expose the panel perpendicular to midday sunlight. Measure DC voltage across positive and negative MC4 connectors. The measured Voc should closely match (within ±3%) the Voc printed on the manufacturer's backsheet label, adjusted for ambient temperature coefficient. A Voc reading lower by 10 to 12 volts indicates a failed, shorted bypass diode in the junction box.
  2. Short Circuit Current (Isc): Using a DC clamp meter, measure short-circuit current across the shorted leads under direct sunlight. Compare the reading against rated Isc proportional to the solar irradiance level (W/m²).
  3. Electroluminescence (EL) testing: For large project lots (100 kW+), hire an on-site mobile EL testing truck. EL imaging functions like an X-ray for solar panels, exposing invisible micro-cracks in silicon wafers that cannot be detected by the naked eye.

4. Surplus industrial batteries: tubular lead-acid and LiFePO4

When evaluating surplus energy storage lots:

  • Tubular solar batteries (Lead-Acid): Check dry-charged versus wet-charged status. Wet-charged batteries sitting in warehouses without float charging for more than 4 to 6 months develop irreversible plate sulfation. Measure specific gravity of electrolyte using a hydrometer: all cells must read 1.240 to 1.260. A specific gravity below 1.150 indicates deep discharge damage.
  • Lithium Iron Phosphate (LiFePO4) packs: Check cycle count history via the Battery Management System (BMS) RS485/CAN communication port. Measure individual cell voltage planarity: cell voltages in a 48V pack should not deviate by more than 20 mV from each other.
  • Manufacturing date: Batteries age electrochemically even when idle. Avoid lead-acid stock manufactured more than 6 months prior unless the seller maintained documented monthly equalization charging logs.

Questions

Can surplus solar panels without ALMM approval be sold in India?

Yes, but only for private, off-grid applications such as agricultural water pumps, telecommunication towers, backup inverters, or non-subsidized captive power plants. They cannot be installed under government residential subsidy schemes.

How much power degradation is expected on pre-owned solar panels?

Tier-1 crystalline silicon solar panels typically degrade by roughly 0.5% to 0.7% per year in normal operations. A 3-year-old decommissioned commercial panel should still deliver approximately 97% to 98% of its original rated peak wattage.

What is the scrap value of damaged solar panels?

Damaged or broken solar panels carry low scrap value compared to initial cost. Aluminum frames and copper junction box cables can be recycled readily, but separating silicon, silver paste, and glass from EVA backing requires specialized solar recycling facilities.
