Surplus Switchgear & HT Cables: Testing, Megger & Checks

Category guides: Surplus Switchgear & HT Cables: Testing, Megger & Checks

Industrial infrastructure, commercial office complexes, solar parks, and electrical substations frequently leave contractors with surplus high-value electrical assets. Uncoiled wooden drums of XLPE power cables, unused Air Circuit Breakers (ACBs), Moulded Case Circuit Breakers (MCCBs), Variable Frequency Drives (VFDs), and motor starter panels often enter the secondary liquidation market.

For electrical contractors, panel builders, and industrial maintenance teams, sourcing lots in electrical equipment and power transmission can deliver cost savings of 30% to 60% compared to new list prices from ABB, Schneider Electric, Siemens, or L&T.

However, electrical assets carry severe fire and life-safety hazards. Defective breaker trip coils or degraded cable insulation can trigger catastrophic switchboard fires or transformer explosions.

Here is what electrical engineers and surplus traders must test before purchasing surplus switchgear and cable inventory in India.

1. Inspecting Armoured Power Cables (LT & HT XLPE)

Power cables are sold on heavy wooden or steel drums. Verifying what is wound inside an enclosed wooden drum requires deliberate inspection steps:

  1. Drum Markings vs End Labels: Verify the drum stencil: Manufacturer name (Polycab, Havells, KEI, Finolex), cable construction (e.g., `3.5C x 300 sq.mm A2XFY 1.1 kV` for aluminium XLPE armoured cable), drum number, and length in meters.
  2. End-Cap Inspection: Both ends of the cable on the drum must be tightly sealed with heat-shrinkable end caps. If the inner or outer cable end is left exposed to rain or ambient air, water travels along the strand interstitial spaces via capillary action, corroding the conductors and destroying dielectric insulation.
  3. Continuous Meter Stencil: Unroll a few meters to check the outer PVC/FRLS sheath. Modern cables carry sequential meter markings (e.g., `0412 M ... 0413 M ... 0414 M`). Verify the difference between the outer and inner visible meter marks to confirm the actual drum length.

Mandatory Megger (Insulation Resistance) Test

Never release payment for a cable drum without conducting an on-site Megger test:

  • LT Cables (1.1 kV): Use a 1,000V DC hand-cranked or motorized insulation tester. Test Core-to-Core (R-Y, Y-B, B-R) and Core-to-Armour/Earth. Insulation resistance ($IR$) should read well above 50 Megaohms at ambient temperature.
  • HT Cables (11 kV / 33 kV): Use a 2.5 kV or 5 kV insulation tester. Low $IR$ readings (under 10 Megaohms) indicate internal moisture contamination.

2. Low-Voltage Switchgear: ACBs, MCCBs, and Contactors

Switchgear clears electrical overloads and short circuits. In surplus lots, you will find unused units still sealed in OEM cartons, as well as refurbished decommissioned units.

Air Circuit Breakers (ACB)800A to 6300A, 50kA/65kA ICURacking mechanism & cradle contactsStiff mechanical latching or burnt arc chutes
MCCBs (Thermal-Magnetic / Microprocessor)16A to 1250A, 25kA/36kA/50kAMicroprocessor trip unit display & rotary handleWelded silver-alloy contacts from previous fault trip
Vacuum Circuit Breakers (VCB - 11kV)630A to 2000A, 25kA/40kAVacuum interrupter bottle integrityLoss of vacuum bottle pressure (high-pot flashover)
Power Contactors (AC-3 duty)Rated motor KW / Operating coil voltageCoil voltage (24V DC, 110V AC, 230V AC, 415V AC)Burned / mismatched coil or pitted contact tips

Mechanical Trip and Reset Testing

For ACBs and MCCBs:

  • Manually operate the charging handle to charge the closing spring.
  • Press the mechanical "ON" push-button; listen for a sharp, solid latching sound.
  • Press the mechanical "OFF" button; verify clean unlatching.
  • Test the "Push to Trip" mechanical button to verify internal trip mechanism free movement.
  • Inspect the arc chutes: unclip arc chute covers to check the metal splitter plates. If plates show heavy black carbon scorching or copper splash droplets, the breaker was subjected to a dead short-circuit trip and is used, not factory surplus.

3. Variable Frequency Drives (VFD) and Soft Starters

Electronic motor drives suffer from component aging even while sitting unused on godown shelves:

  1. DC Bus Capacitor Aging: The electrolytic DC bus capacitors in a VFD degrade if left un-energized for more than 12 to 18 months. Powering up a long-dormant VFD directly to 415V grid power will explode the capacitor bank. They must undergo gradual "capacitor reforming" using an adjustable variac power supply.
  2. Firmware & Keypad Integrity: Verify that the digital control keypad is intact and not cracked. Test that control terminal blocks (digital inputs, 4-20mA analog terminals) are not stripped or corroded.

4. Purchasing Surplus Electricals Safely

Surplus electrical goods should always be backed by proper documentation. Confirm whether the equipment carries original manufacturer factory test certificates and valid GST invoices with HSN Chapter 85 coding (typically HSN 8536 for switchgear, 8537 for control boards, and 8544 for insulated cables).

You can browse genuine liquidation lots or post your specific equipment requirements directly on the Bikwao buy requirements board. To protect yourself against refurbished goods represented as brand-new, follow our safe trading guidelines.

Questions

Can an expired or long-stored power cable still be used?

Yes, provided the cable was stored with sealed heat-shrink end caps, the outer sheath is free of mechanical tears or chemical damage, and it passes both a high-voltage insulation resistance (Megger) test and a conductor loop resistance test.

What is the difference between breaking capacity (Icu) and service breaking capacity (Ics) on an MCCB?

$I_{cu}$ (Ultimate Breaking Capacity) is the maximum short-circuit current the breaker can interrupt twice without catching fire, but it may require replacement afterwards. $I_{cs}$ (Service Breaking Capacity) is the fault current the breaker can interrupt repeatedly and remain completely operational. High-spec industrial breakers usually feature $I_{cs} = 100\% I_{cu}$.

What is the GST rate on electrical switchgear and cables in India?

Industrial switchgear, circuit breakers, fuses, and power distribution boards fall under HSN 8535 and 8536, attracting 18% GST. Insulated power and control cables fall under HSN 8544, also attracting 18% GST.
