How to Read a GST Invoice Line by Line: Buyer Checklist

GST and paperwork: How to Read a GST Invoice Line by Line: Buyer Checklist

In B2B commerce, an invoice is far more than a request for payment. Under Indian tax law, a tax invoice is the legal instrument that proves transfer of ownership and allows the buyer to claim Input Tax Credit (ITC) under Section 16 of the Central Goods and Services Tax (CGST) Act.

If an invoice contains invalid GSTIN numbers, incorrect HSN classifications, or a flawed Place of Supply (POS) declaration, the tax department can disallow your entire input tax credit. You will be forced to pay the tax amount again out of your own pocket, along with 18% annual interest and potential penalty charges.

Whether you are purchasing secondary metals and steel scrap or container loads of packaging materials, here is how to read and audit every single field of a supplier's GST invoice before releasing payment.

1. Header Information: Entity Identity and Serial Numbers

Start by verifying the top portion of the invoice document:

  1. Document Title: The document must clearly say "Tax Invoice" at the top. If it says "Proforma Invoice", "Quotation", "Delivery Challan", or "Estimate", you cannot use it to claim ITC in GSTR-3B.
  2. Consecutive Serial Number: Must contain only letters, numbers, and special characters (hyphen or slash) and cannot exceed 16 characters. It must be unique for that financial year (e.g., `INV/2026-27/0412`).
  3. Invoice Date: Check that the invoice date precedes or matches the physical dispatch date. Under Section 31, an invoice for goods must be issued before or at the time of removal of goods for supply.
  4. Supplier GSTIN & Legal Name: Check that the supplier's legal trade name and 15-digit GSTIN match their verified details on gst.gov.in. Ensure the state code (the first two digits, e.g., 06 for Haryana, 27 for Maharashtra) matches their physical dispatch address.

2. Billed To vs Shipped To: The Place of Supply Matrix

In stock lot and trading transactions, "Bill to - Ship to" arrangements are frequent. For example, a trader headquartered in Delhi buys stock from a factory in Surat and directs the supplier to deliver directly to a customer in Pune.

What to Check

  • Billed To (Recipient): Must contain your exact legal registered business name, complete address, and 15-digit GSTIN. Even a single digit typo in your GSTIN will cause the supplier's GSTR-1 to mismatch with your GSTR-2B, freezing your credit.
  • Shipped To (Consignee): The physical delivery address where the goods will actually be unloaded.
  • Place of Supply (POS): This is the single most critical field determining the tax structure:
  • If the supplier's state and the POS are the same, the invoice must charge CGST + SGST.
  • If the supplier's state and the POS are different, the invoice must charge IGST.

If a Gujarat supplier mistakenly charges CGST + SGST on goods delivered to a buyer in Haryana, the buyer cannot claim ITC in Haryana because CGST/SGST credits are state-specific.

3. The Line-Item Grid: HSN Codes, Quantities, and Rates

Examine the individual row entries in the invoice table:

ColumnWhat to VerifyCommon Red Flags
DescriptionClear specification of the lotVague terms like "Stock Lot" or "Goods" without details
HSN Code4-digit, 6-digit, or 8-digit tariff codeUsing incorrect chapters to artificially lower tax rate
UOM (Unit of Measure)KGS, MTR, NOS, PCS, TONMismatched units between purchase order and invoice
Taxable ValueGross price minus any trade discountPacking, loading, or freight charges excluded from tax
GST Rate & SplitStatutory percentage (e.g., 18%)Mismatched CGST/SGST splits on intra-state supplies

Verification of HSN Codes

Under GST rules:

  • Businesses with turnover up to Rs 5 Crores must mention at least 4 digits of HSN for B2B supplies.
  • Businesses with turnover exceeding Rs 5 Crores must mention at least 6 digits of HSN.

Verify that freight and handling charges are either included in the composite supply rate or billed under their respective service HSN codes with appropriate tax slabs.

4. Reverse Charge (RCM) and Digital Authentication

At the bottom of the invoice, verify two key compliance declarations:

  1. Reverse Charge Mechanism (RCM): Look for the box marked "Whether tax is payable on reverse charge basis: Yes / No". For standard B2B goods, this should read No. If it states Yes (applicable for certain specified goods like raw cotton, bidi wrapper leaves, used vehicles, or goods transport agency services), the buyer must pay tax directly to the government under RCM.
  2. Authorized Signature / DSC: The invoice must carry a physical signature and company rubber stamp, or an official digital signature (DSC / e-sign). Computer-generated invoices without digital signatures must carry the explicit statement: "This is a computer-generated invoice and requires no physical signature" if issued by an authorized e-invoicing system.
  3. IRN & QR Code (for E-Invoicing): If the supplier’s aggregate turnover exceeds the mandatory e-invoicing threshold (Rs 5 Crores), the invoice is legally invalid without a 64-character Invoice Reference Number (IRN) and a scannable B2B QR code generated from the government e-invoice portal (einvoice1.gst.gov.in).

Questions

What happens if my supplier makes an error in my GSTIN on the invoice?

If your GSTIN is mistyped, the supply will not appear in your auto-populated GSTR-2B statement on the GST portal, and you cannot legally claim Input Tax Credit. You must immediately request the supplier to issue a formal GST Credit Note and re-issue the corrected invoice, or amend the invoice in Table 9 of their subsequent GSTR-1 return.

Can I claim ITC on an invoice that does not have an HSN code?

No. An invoice missing the mandatory HSN code digits does not comply with Rule 46 of the CGST Rules. Tax officers can reject input tax credit claims during scrutiny if mandatory tax invoice particulars are absent.

How do I check if an e-invoice QR code is genuine?

You can verify the authenticity of an e-invoice by scanning the printed QR code using the official "e-Invoice QR Code Verifier" mobile app provided by the Goods and Services Tax Network (GSTN). It decodes the signed payload and confirms whether the invoice was registered on the government portal.
