Export Surplus Garments: Labels, Size Ratios and Packing

Category guides: Export Surplus Garments: Labels, Size Ratios and Packing

India's apparel export hubs, including Tirupur for knitwear, Noida and Gurugram for ladies' fashion, Ludhiana for woollens, and Bengaluru for denim, supply global fashion retail brands. When overseas contracts finish, factories are often left with 3% to 7% overrun inventory, cancelled shipments, or delayed consignments that cannot catch seasonal retail windows abroad.

These export surplus garments enter the domestic wholesale market. They offer premium fabric quality, superior stitch counts, and high wash fastness at a fraction of brand retail prices. However, trading export surplus apparel comes with specific legal, sizing, and assortment rules that every dealer must understand.

1. Brand labels: intact, cut, or de-branded?

International fashion brands enforce strict anti-diversion agreements with Indian manufacturing exporters. As a result, surplus garments appear in the market under three distinct label conditions:

  • Full label intact (original): The neck label, wash care tag, barcode tag, and hangtags are completely intact. This happens with cancelled orders where the brand did not demand destruction or de-branding, or where stock was officially released for liquidation.
  • Cut label (clipped / slashed): The exporter cuts the brand name out of the woven neck tag using scissors or a heated cutter. The size and wash care label usually remain intact.
  • De-branded / relabelled: The original brand label is unpicked entirely, and a generic or plain white tag is stitched in its place.

Under Indian trademark laws, selling counterfeit goods is illegal. But selling genuine factory overruns with legally de-branded or clipped labels is common commercial practice. Always confirm the exact label status with the seller before purchasing.

2. Western size curves versus Indian fit standards

Garments manufactured for Europe, North America, or Australia use size curves calibrated for international body frames:

ParameterWestern export fitStandard Indian domestic fit
Chest / Waist1.5 to 2.5 inches larger per size labelStandard Indian market sizing
Sleeve lengthLonger by 1 to 2 inchesShorter sleeve proportions
Torso lengthLonger by 1.5 to 3 inchesStandard length
Plus sizesAbundant XXL, 3XL, 4XLLower demand for extreme plus sizes

A European "M" size often fits like an Indian domestic "L" or "XL." If you supply tier-2 and tier-3 domestic markets, lots heavy in 2XL and 3XL may move slowly unless you sell through specialized plus-size retail outlets. Always check the actual size chart in centimetres rather than relying on the printed size letter.

3. Size ratios and carton assortments

A standard production run uses a balanced size ratio such as S:M:L:XL = 1:2:2:1. When an export lot is broken or cherry-picked by earlier buyers, the remaining surplus can become dangerously unbalanced.

Before agreeing on a piece rate:

  • Demand the complete packing breakdown by size and colour.
  • Watch out for "tail lots" consisting exclusively of XS or 4XL sizes.
  • Ensure master cartons contain a balanced mix of best-selling medium and large sizes.

4. Packing standards: blister packs, master cartons, and flat packs

Export factories pack apparel according to strict international buyer manuals:

  • Single polybag (blister pack): Each garment is pressed, folded with tissue or cardboard collar stays, and sealed in an individual clear polybag with silica gel and suffocating warning prints.
  • Ratio pack cartons: Master cartons packed with a pre-set assortment (e.g., 24 pieces in a carton with balanced sizes and colours). These cartons are ready for direct retail distribution without re-sorting.
  • Solid size / solid colour cartons: Cartons containing only one single size and shade (e.g., 48 pcs Black Size L).
  • Loose flat packs: Garments folded without polybags or master cartons. These require local repacking, which adds labour and packing costs.

Factor packing readiness into your cost calculations. If you have to steam press, fold, and polybag 5,000 loose shirts, your handling cost increases by ₹5 to ₹12 per piece.

5. Fabric specifications and stitch quality

Export surplus garments carry distinct quality advantages over cheap domestic copies:

  1. High yarn quality: Comb combed cotton yarn, mercerised finishes, and pre-shrunk fabrics.
  2. Dense stitch density: High SPI (stitches per inch), usually 10 to 14 SPI, compared to loose 7 to 8 SPI on low-cost garments.
  3. Safety compliant: Nickel-free metal buttons, lead-free zipper sliders, and non-carcinogenic AZO-free textile dyes.

Take a few sample pieces, wash them in hot water, and inspect the seams. Genuine export garments maintain collar crispness, seam alignment, and dimensional stability without twisting (torqueing).

Questions

Is it legal to sell cut-label export surplus in retail shops?

Yes. Once brand names are removed or slashed according to export contract de-branding protocols, the garment can be legally sold in secondary markets as unbranded or generic clothing without trademark infringement.

Why do some export lots have missing pieces or mixed sizes?

Factories often conduct final AQL (Acceptable Quality Limit) quality audits. Rejected cartons with minor stitching or measurement flaws are sometimes pulled and merged into surplus piles, leading to uneven carton counts.

Can export surplus garments be shipped interstate with regular GST billing?

Yes. Apparel carries regular GST rates (typically 5% or 12% depending on transaction value). As long as the seller provides a standard GST invoice and generates an e-way bill for shipments above the threshold, goods move freely across states.
